The Quality Standard ISO 9001:2000 and other certification and product standards such as Eurepgap, HACCP, Environment and Workplace Health and Safety are key business management Standards in various industries, which enables an Organisation to control its resources and business planning processes in line with key stakeholders needs and expectations. These include Customers, Staff, Owners, Suppliers, the Community and Government. The system is a corner stone upon which it builds its policies and procedures to ensure it improves its activities to maintain competitive advantage despite adverse trade cycles, technology upgrades and emergent business goals and strategies. Why do we need it?

There are many ostensible reasons for taking on quality assurance including::
increasing credibility in the marketplace

Concentrating on critical issues to the business, improving the knowledge of the business performance
reducing operational failures and consequent rework and cutting the cost of providing the goods or service

All of these reasons are valid, but the main reason for wanting to improve the quality of your service is to ensure that your customers are satisfied and will continue to use your company as a supplier.

What does the system require?

Your management decides on the company's policies and objectives and resource allocation, how it will achieve them, and who will have the responsibilities and authorities for ensuring they are achieved.
A system of documentation is then designed to ensure uniform implementation of these policies and objectives. Documentation would include a quality manual outlining the policies as they relate to the various elements of the standard and incorporating or referencing procedures, which detail the work processes involved in achieving the quality policies and objectives. The manual and procedures would be supported by records of the finished processes. They might be further supported by specific work instructions, or quality plans for specific projects. They may be in electronic format, hard copy of in a fully Integrated Quality System Database.
Once the documentation is in place and the procedures are implemented, a comprehensive internal audit and review of the system is conducted to make sure that it accords with the standard, that the system is suitable for achieving the quality objectives and your company is actually following its procedures as documented.
At this point your system is ready for certification by a third party.
What is involved in the certification process?
First of all you choose to a third party certification body, such as Sci-Qual International to conduct your assessment. When choosing the Certification Body, remember that the Company is embarking on a process of continual improvement in a controlled fashion. Normal Steps in the Certification Process

1. Initial Visit.

(Optional for quality and small companies, Required for Environment, OH&S and large Companies) This is an assessment of the status of your system to establish whether further development is necessary before assessment can take place. If your system needs quite a bit of rethinking, we might offer to arrange to perform a Diagnostic Audit, to give guidelines on the areas that need rework.

2. Documentation review.

Once your manual is complete you're ready for the desk top review of your manual, so you send us a copy. It is our normal practice to review procedures and work instruction on site, but if travel costs are likely to be high, it may be necessary to send these and any supporting documentation for review as well, as this will save on assessment costs later. Any deficiencies in the documentation will be advised in writing.

3. Pre Assessment Review

The following information may be needed for the Pre Assessment audit For Environmental 14001, Occupational Health And Safety, HACCP(Food Safety) Audits (stage 1) and may be required for detailed inspection during the Certification audit (stage2):
" licence/permit requirements;
" records( including records of incidents, breaches of regulation or legislation and relevant correspondence with Authorities) on which the organisation based its assessment of compliance with regulatory requirements;
" details of any internally identified non-conformances together with details of relevant corrective and preventive action taken in the previous 12 months (or since commencement of the EMS, OH&S or HACCP system implementation if this is less than 12 months);
" records of management reviews;
" records of any EMS, OH&S, or HACCP related communications received and any actions taken in response to them.
" The means by which the concept of continual improvement is realised.
" An overview of the applicable regulations (including licences/permits), and any agreements with Authorities.
" Internal audit programs and reports.

During the Pre-Assessment the audit team will conduct a risk assessment and provide a focus for planning the assessment audit by gaining an understanding of the EMS, OH&S or HACCP in the context of the organisation's environmental, Safety or Food Safety aspects and associated impacts, policy and objectives, and of the Organisation's state of preparedness for audit by reviewing:
" the extent to which the management system includes an adequate process for identification of the organisation's issues
" Relevant aspects to the various standards being assessed and subsequent determination of their significance;
" the relevant activities of the organisation, environmental or other licences are in place;
" the system is designed to achieve the organisation's policies;
" the management system implementation program justifies proceeding to the audit (stage 2)
" Make the Organisation aware of any additional information that may be required for detailed inspection at the Assessment audit such as licences, permits or reports of incidents or breaches of these permits or licences.
" the internal audit process is scheduled, and the program and procedures are operational and can be shown to be effective; and
" One management review has been conducted.
The auditor team assigned, duration, scope and price of the assessment may vary based upon the preliminary and initial assessment of the application time.

4. Assessment

During the assessment audit , an applicant will be required to demonstrate compliance with the relevant Standard (eg. ISO9001:2000, ISO 14001:1996, WQA and Eurepgap). SQI assessors will examine practices, audit documentation and question staff members. This is, in fact, substantiation of the practical application of the manual and other supporting documentation referenced in that manual.

If, during the course of the assessment, it becomes obvious that there are major deficiencies that would prevent certification, the applicant will be given the option whether the assessment should be continued or discontinued at that time. At the conclusion of the assessment, the SQI assessor will present the findings of the assessment to the organisation's senior management at an exit interview together with a Summary Report. This will include notification of any corrective actions required before certification can be granted and recommendations for improvements in practice.

During the assessment phase, SQI may find that the audit team may require additional support to conduct the audit due to incomplete information in the pre-assessment evaluation of the company. The Company may be charged additional fees should this be necessary. The Scope may also be varied at any time.

5. Report.

Full details of our findings including observations on areas that could be improved will be set out in a summary report which will be provided to you on the day of the audit, and a full report which will be sent to you within ten working days after the assessment.

6. Follow-up.

Should corrective actions to correct any major non-compliances be required, these should be carried out within a mutually agreed period. A supplementary visit may be involved to close-out the assessment.

7. Certification.

Following successful close-out of any Major Non-conformances and payment of all fees due, certification will be granted. The date of granting certification will be following the certification decision which is taken at Board level of SQI. This will be effected by the issue of a "Certificate of Registration", listing in the SQI Register of Certificated Companies in respect of the goods produced or services offered by the organisation and notification to the Joint Accreditation System - Australia and New Zealand for listing in the register. This register is updated in the second week of each month after the month of certification and is available on the JASANZ web site, which is linked to our web site www.sci-qual.com.au.
Certificates of Registration are valid for a period of three (3) years and during this time an organisation is responsible for:
" observance of SQI's Regulations
" continuing compliance with the relevant System Standard
" notifying SQI of any significant EMS, OH&S, health, or Food Safety incidents, breaches of regulation or legislation and relevant correspondence with Authorities as soon as possible after the event.
" implementing regular self-audits and reviews of the System
" agreeing to and paying for surveillance audits during the life of the certificate as required Sci-Qual International Pty Ltd which will normally require a visit six monthly in the first instance.
" For a number of certifications, for example Eurepgap, unannounced audits will also be conducted during the life of the certificate. These will be charged at the normal rate prevailing at the time. For Eurepgap unannounced audits equate to 10% of the total clients at a minimum.
" notifying SQI of any significant changes in the organisational structure of the System which may impact on the original certification
" maintaining a record of all complaints and remedial actions relative to the products or services and improvement activities covered by the scope of certification
" ensuring the customer is notified of any goods or services provided outside of the registered certification scope.
" Records of any significant system related communications received and any actions taken to respond to them.

8. Certificate Maintenance, Surveillance Assessments

SQI will arrange periodic visits for the purpose of surveillance of an organization's System at approximately 6 monthly intervals, or at some other frequency as agreed with the company provided that, the interval between such visits is in no case more than 12 months. Each visit will concentrate only on certain aspects of the system to ensure continuing compliance with the relevant standard. The visits will be agreed at the time of the audit and the agreed next audit date and expected duration be recorded on the summary Report.

9. Variations to Scope

Alterations to the details shown on the "Certificate of Registration" can be made by endorsement of the certificate by SQI. Additions to the scope of certification may involve a further limited assessment of the proposed areas of extension of the scope. Reductions in scope are handled by correspondence between the company and Sci-Qual International or at audit. Where changes are notified at audit, these shall be recorded on the Summary Report.

10. Re-Certification and Continuing Registration

For continuation within SQI's scheme of certification a company will be requested to complete the application form and will be subjected to a review of the previous three years of certification. This shall be reported in a three year review which is in the same format as the risk assessment or initial desk top review.

11. Confidentiality

All information relating to an applicant or a certified company will be treated as confidential by all personnel associated with SQI. Any Conflict of interest between the assessor or the Company shall be advised to SQI.

Sub-contracting to an external body and assessor review.
When it is necessary to subcontract work, the General Manager, Operations Managers, Director of Operations, Certification Manager, Board Member or Managing Director shall ensure that personnel involved with the subcontracted work meet the applicable requirements of Sci-Qual International Pty Ltd standards. A review their competencies will be conducted on at least an annual basis, assign ANZSIC, OH&S, and other codes form their CV and assessor evaluation, require the sub-contractor to declare any potential conflicts of interest, not conduct any joint marketing activity other than for certification services and training services in conjunction with SQI and that a properly documented agreement covering these requirements including confidentiality is drawn up. A list of sub-contractors approved for the providing services shall be maintained and each assessor shall be subject to monitoring to ensure their competence and that they can meet the high standards of service expected of internal personnel. This standardisation process shall occur at least annually to ensure assessors of SQI are consistent in their approach. External bodies shall be required to provide documented evidence of their competence to undertake work on behalf of Sci-Qual International Pty Ltd and will be subject to assessment.
The Managing Director, Board Members, Director of Operations, General Manager, Operations Managers, Certification Managers and IATCA verifying auditors are authorised to carry out assessments of subcontractors should this prove necessary.

No external body is authorised to issue, maintain, extend, reduce, suspend or withdraw a certificate on behalf of SQI.

12. Appeals and complaints

The right of appeal by an applicant or a certificated company, and the method of appeal is contained in the Sci-Qual International Pty Ltd (SQI, Regulations Doc No. SQI/1.) The Regulations recognise that a dispute could exist due to refusal by SQI to certificate an applicant, by revocation of a certificate by SQI or by refusal by SQI to grant a renewal.

Should an applicant have any complaint, question or comment to make in relation to any assessment, then this will be investigated by the Managing Director or a person nominated by the Board, before any further action. ( "Product Identification and Traceability.")

Where any complaint against an Assessor/Lead Assessor duly registered under the terms of the Assessor Registration Scheme, is such that notification to the body is warranted, then SQI will take this action, together with notification of any actions taken. The Company being assessed will also be advised of their right to notify the body should the occasion arise.

13. Suspension or cancellation of certification

Regardless of other issues, SQI may cancel or suspend any certificate where fees are outstanding for a period of greater than 60 days. Where Certification is cancelled or suspended for any reason including voluntary termination, the certificate shall be either destroyed or returned to SQI and the suspension or cancellation entered into the SQI register and JASANZ register. Approval of either the Managing Director or nominated Board Member is required prior to SQI actioning Suspension or cancellation of Certification. Voluntary termination by a Client shall be investigated by either the Certification Manager, Operations Manager, or Systems Manager to establish the reasons for termination. This shall be noted in SQI database in the notes area.

14. Transfer of certification (eg. WVQMS, SQF)

Where a client wishes to transfer to SQI for its certification services for sub-contracted programs, SQI will investigate whether any Major Corrective Actions are outstanding against the client by the current provider. Where these exist, SQI will require close out of the Corrective Action/s by the Client with the current provider, prior to applying for a transfer of the certificate with the Principal Certification Provider. There may be some instances where transfers will be considered where the provider has not fully delivered the service in a timely fashion.

" Major Corrective Action Request
The absence of or the failure to implement and maintain, one or more required management system elements, or a situation which would, on the basis of available objective evidence raise significant doubt as to the quality of what the supplier is supplying.
" For new Assessments, certification is not granted. There is no timeframe on this requirement.
" Where the non-conformance is raised at a surveillance or re-certification audit, a maximum of three months to close out, and a maximum of one month to respond on actions to be taken.
" Minor Corrective Action Request
This applies where minor non-conformance(s) is observed in a particular requirement clause.
It may indicate a spasmodic breakdown in the implementation of a procedure(s) or the partial breakdown of the procedures. To be closed out by the next audit.
Where Major Corrective actions are raised, failure to comply with the requirements for close out mentioned above will result in suspension / cancellation of certification unless, due to special circumstances, dispensation is granted by the Board of Sci-Qual International.

How much will it cost?

It is impossible to gauge the cost of assessment without full details of the size of the company, the complexity of its business, the number of sites involved, the scope of the required certification and details of any travel expenses that may apply. Quotations are given free of charge by the Operations Manager, Certification Manager Assessor or Nominated Board Member with the knowledge of the above details .
